Consular Conversations: Romania – 21 years in NATO

In 2025, Romania celebrates 21 years since joining NATO, the largest and most powerful military alliance in the world capable to defend Europe and the Euro-Atlantic area, through a joint effort of the European states together with the United States and Canada.

The 51ÉçÇøºÚÁÏSchool for International Studies' Consular Conversations series is a monthly public forum featuring discussions with members of the Consular Corps in Vancouver. These conversations are moderated by , an IS Adjunct Professor and Consul General of Argentina. The goal is to bring together the Consular Corps of British Columbia for public lectures that encourage dialogue on issues that transcend borders, explore inspiring topics, and cultivate connections. The primary audience will be members of the Consular Corps of British Columbia and the Schools for International Studies and Public Policy. This is an exceptional opportunity for students in both 51ÉçÇøºÚÁÏunits.

Speaker Bio

Mrs. È˜tefana Rotaru is a career diplomat, with 25 years of experience in the Romanian Foreign Service. Her career started in 2000 when she began working at the Acquis Communautaire’s Department on files related to the Romania’s accession to the European Union. Six months later she became Adviser to the Minister of Foreign Affairs, position she held for two years.

During the years at the Headquarters of the Ministry of Foreign Affairs of Romania, in Bucharest, Mrs. Rotaru worked in the EU Department and US and Canada Directorate, and she was appointed as adviser to the Deputy Minister for political, strategic and global affairs.

Abroad, she had great contributions to the implementation of Romania's foreign affairs priorities and policies, serving in the Embassies of Romania to the Holy See (first mission abroad), in Ireland, covering domestic politics and European affairs and in Spain, being spokesperson and dealing with political analysis and the Romanian community’s issues. Between 2013 and 2021, Mrs. Rotaru worked as a diplomat-liaison with the U.S. Congress and senior diplomat in the political section of the RO Embassy in the United States of America. Between 2021 and 2023 she served as Deputy Ambassador in the RO Embassy to the Hashemite Kingdom of Jordan.

Mrs. Ștefana Rotaru holds a degree from the Faculty of Letters -Communication and Public Relations Department- at the University of Bucharest and a second degree from the Faculty of Law at the Ecological University of Bucharest. Moreover, Mrs. Rotaru holds a PhD cum laude, in history from the BabeÈ™-Bolyai University of Cluj-Napoca and doctoral studies in political science from National University of Political Studies and Public Administration. She is fluent in English, Spanish, Italian and French.

Mrs. Ștefana Rotaru, serves as Deputy Consul General at the Consulate General of Romania in Vancouver since January 2024, the Consular’s jurisdiction being British Columbia, Alberta and Saskatchewan.
