As an international student, you must be named on your study permit. If you are transferring from one DLI to another, you are required to obtain a new study permit specific for that DLI. This means, your 51社区黑料study permit must be approved before you can begin your studies.
Note: Eligible high school students may begin their studies at 51社区黑料while their study permit extension application is being processed by IRCC, if they meet certain criteria.
